accepting responsibility for their stations while the Government of India would be responsible for Bombay. The case of Singapore was different as it would expect hardly any local traffic, unless indeed it were connected with Hong Kong and it was agreed both as regards capital cost and working expenses that the matter should be referred for further consideration to a sub-Committee of representatives of the Post Office, the Treasury, Colonial Office, India Office, Australia and New Zealand. Mr. Samuel also desired that this sub-Committee should consider the question of the division of the cost in respect of Aden between the British Government and the Goverment of India and he made it clear that it was not suggested that

Australia and New Zealand should bear any cost of the station at Aden.

Stress was laid upon Mr. Buxton of the neces- sity of taking some active steps to mark out the sites of the proposed stations. It was explained on behalf of the Admiralty that, unless they were to erect the stations they were not in a position to chose the sites definitely as the authority which erected was the authority to decide on the proposed site. If they were to erect the stations they would chose the sites

but they would require to send officers out from this

country for the purpose.

Mr. Buxton, however, thought that more decisive

action than this was necessary, as he could not think that arrangements could be made with any Company at an early date and negotiations with a Company must receive the sanction of the Admiralty, and the Admiralty representative agreed to report to the

Admiralty
